KIAMBU, Kenya, Jul 6 – Corporal Caroline Kangogo, the prime suspect behind the killing of Police Constable John Ogweno in Nakuru has been linked to the death of a man in Kimbo area in Juja.
Kangogo is accused of targeting her second victim whom police said she shot dead inside a hotel room, in unclear circumstances.
It is not yet clear who the Kimbo man was and whether he was known to the police officer now termed as rogue by the Directorate of Criminal Investigations (DCI).
Is this another case of mental illness within the National Police Service?
According to preliminary investigations, detectives who spoke to Shahidi News said the officer had on Monday spotted with an unidentified male at Dedamax hotel in Kimbo area.
According to police and witnesses, the suspect entered the hotel in the company of the deceased at around 4pm.
Hotel staff told detectives that she left her room at around midnight. At the point when she was leaving, she told one of the staff members at the reception that she wanted to purchase toothpaste.
It is only after they discovered the body of the deceased laying in a pool of blood on the bed that they knew she had fled the scene.
Detectives at the crime scene said the man was shot in the head at point-blank range.
Speaking to Shahidi News on Tuesday evening, Director of Criminal Investigations George Kinoti cautioned Kenyans to be on high alert as detectives hunt down the officer.
“We are dealing with a rogue officer that is luring men to their death and executing them in cold-blood. We want to remind Kenyans that she is armed and dangerous. Anyone that might recognize her kindly call our toll free number, 0800722203.” said Kinoti.
Her first victim, constable Ogweno was found dead in Nakuru, with police saying he was shot on the right side of the head.
An empty cartridge of 9mm was recovered at the scene.
Police officers led by Nakuru Town East Sub-County Police Commander Phanton Analo said the officer passed on while in his vehicle at the police residential quarters.

Also admitted as evidence is a metal bar found in the car. The cars’s window had been broken.
Detectives also reported that his firearm, a ceska pistol with 15 rounds of ammunition was also missing and is believed to be with the missing officer.
-Mental Issues Within The Police Service-
There has been growing concerns of increasing indiscipline within the National Police Service.
But it’s the prevailing mental issues that have become more apparent with junior officers resulting to social media to express their frustrations with their seniors.
In some cases, the officers have claimed their lives and those of their loved ones or colleagues.
In April this year, a bodyguard attached to Interior Cabinet Secretary Dr Fred Matiangi shot dead his wife, a traffic officer before turning the gun on himself.
The two had separated after having marriage disagreements.
In January, a police officer based at Kamukunji police station turned the gun on himself after shooting his colleague.
On Tuesday, senior police officers led by Inspector General Hillary Mutyambai underwent training on how to identify and handle their juniors who might be undergoing mental related issues.
Already, the National Police Service Commission (NPSC) is in the process of establishing a unit that will be offering psychological support to the police.
