ISIOLO,Kenya, Oct, 5 – A five member National Police Service Commission Disciplinary Committee will hear and determine disciplinary cases against two police officers in Isiolo county after their cases were referred to them by the Inspector General of Police Hillary Mutyambai.
At the Isiolo county police headquarters, NPSC Chairperson Eliud Kinuthia said the two officers are between the rank of Assistant Superintendent of Police (ASP) and Senior Assistant Inspector General of Police (S/AIG).
“The IG recommended disciplinary issues involving two officers must be investigated…the accused officers are to be investigated by the NPSC in order to see where the problem is and justice is served according to law,” said Kinuthia.
Though the identities of the two police officers were not revealed as dictated by investigative protocols of the commission, Kinuthia said that each officer will be given an opportunity to defend themselves and clear their names of any wrongdoing.
Similar exercises have been launched nationwide with the police commission revealing that 10 officers have since been summoned before its disciplinary committee, investigated and even cleared of any wrongdoing.
Other cases are however pending before the commission.
“We have so far launched proceedings against 10 officers and most of them have been absolved from some of the accusations after our investigations. We have even found others guilty and have fired them while some have received warning letters,” he said.
The commission said that the senior officers being investigated are in management positions within the Police Service and as such any disciplinary matter is of concern to the daily administration of police activities across the country.
In the last financial year, NPSC processed a total of 182 disciplinary cases for officers of the rank of chief inspector and below.
“The police service is required to keep the commission informed on disciplinary actions against officers, and aggravated punishment such as reduction in rank and dismissal can only be undertaken upon consent of the commission,”
Meanwhile Kinuthia revealed that they are in the process of reviewing welfare concerns raised by officers regarding the National Hospital Insurance Fund (NHIF).
“As we are already working hard to ensure we improve welfare of officers, we have already received reports about complications with the NHIF amongst officers, we are working to resolve this and urge officers to be patient in the meantime. We will be meeting with NHIF officials, Interior minister and the inspector general very soon on the same,” he said.
Members of the public meanwhile have been urged to support law enforcement teams and while at the same time report cases of abuse of power or police excesses while in the line of duty.
