    6 To Be Arraigned Over Misappropriation Of Sh85 Million in Homa Bay County Assembly

    HOMABAY,Kenya, Nov, 16 – Former Clerk of the Homa Bay County Assembly Bob Kephas, interdicted Chief Finance Officer Caroline Sang’, interdicted Senior Accounts Controller Maurice Amek, three members of business companies Evelyne Ogutu of T/A Nyangume Enterprise, David Mireri and Lilian Aloo will be arraigned Tuesday over alleged misappropriation of county funds.

    They were arrested by detectives from the Ethics and Anti- Corruption Commission (EACC)

    They are said to have misappropriated Sh85.1 million.

    Preliminary investigations by the EACC revealed that some the suspects received fraudulent payments from the count assembly. They are linked to the implicated companies.

    The companies are Nyangume Enterprises and Damila Enterprises.

    Others are said to have received multiple payments in form of salaries which were deposited too the bank accounts.

    In their investigations, the EACC discovered that Nyangume Enterprises received Sh26.2m while Damila Enterprises 46.5m from the county assembly. The companies are accused of receiving the money but they neither delivered goods nor provided any service to the county assembly.

    Kephas is accused of receiving more than Sh24.2 million and Sh750,000 in return from Damila and Nyangume respectively.

    Another suspect said to not be a county assembly employee is also alleged to have received Sh12.3 million from the county assembly as salary.

    Sang’ reportedly received Sh3.95 million from Damila as benefits. Amek also received Sh5m from the same company as benefits.

    The six are set to be charged with conspiracy to commit economic crime, abuse of office, unlawful acquisition of public property, dealing with suspect property, stealing and money laundering.

    They are being detained at the  Homa Bay Police Station.

    “Upon concluding investigations, the EACC submitted the investigation report to the Director of Public Prosecutions (DPP). The DPP reviewed the recommendations and granted consent to charge the suspects with the above recommendations,” the press release read in part.

    Homa Bay County Directorate of Criminal Investigations Commander Abed Kavoo revealed that Kephas, Ameka and Sang’ had also been charged in an anti-corruption court in Homa Bay with another case involving misappropriation of public funds.
