NAIROBI, Kenya, Dec 2 – The chairman of the Board of the Communications Authority of Kenya Gilbert Kibe resigned from the position on December 2 in an abrupt move.
Kibe cited personal interests that he wishes to pursue as the reasons for his move.
He wrote to President William Ruto to announce the decision in a letter dated December 2.
“Due to personal interests that I wish to pursue, I hereby tender my resignation as Chairman of the Board of the Communications Authority of Kenya with effect from 01 December 2022.”
“I take this opportunity to sincerely thank you for according me the opportunity to serve in this important and strategic regulatory agency for the last seven months,” said Kibe in the letter.
He had served at the Kenya Civil Aviation Authority as the CEO for almost ten years.
Prior to joining KCAA, Capt Kibe held CEO positions in Bahati Ridge Development Limited and Nairobi Flight Training Limited. He was also a chairman of Hiome Africa International.
The resignation letter was copied to ICT CS Eliud Owalo.
Other board members include the PS for treasury, interior and ICT. The current CEO is Ezra Chiloaba.
Functions of CAK include licensing all systems and services in the communications industry, including telecommunications, postal, courier and broadcasting and managing the country’s frequency spectrum and numbering resources.
It also facilitates the development and management of a national cyber security framework and the development of e-commerce.
CAK types approving and accepting communications equipment meant for use in the country, protects consumer rights within the communications environment, manages competition within the sector to ensure a level playing ground for all players and regulates retail and wholesale tariffs for communications services.
The authority manages the universal access fund to facilitate access to communications services by all in Kenya and manages the activities of licensees to enforce compliance with the licence terms and conditions as well as the law.
