They will include officials from the National Police Service and county inspectorates who will ensure the rules are adhered to.
Also to be included in the special team are members of the National administrators.
President Uhuru Kenyatta made the revelations on Wednesday when he addressed the Nation after an extraordinary meeting with governors and imposed more measures and restrictions to curb the spread of the pandemic.
So far more than 1,000 people have died out of the disease. The infection rate is on an increasing trend that the President said must be reversed.
The president ordered all state officers to scale down operations and added state and public officers over the age of 58 to work remotely.
He said those in schools will continue with learning and examnations under heightened measures. Basic education will resume on January 2021.
Learners will be provided with face masks.
There will be no services offered to those without masks in public places.
Gatherings and rallies remain suspended for 60 days and only town halls will be allowed but must observe protocols to a third of the total population and must wear masks.
