NAIROBI,Kenya, Dec, 14 – Police officer John Kariuki and Meshack Mutukho have filed an application in court, suing the Inspector General of the National Police Service Hillary Mutymbai alongside the National police Service Commission (NPSC) for allegedly slashing their salaries without following due process.
The two police officers say that they were not involved in the process which ordinarily would have required their engagement or even consent.
Mutyambai and the NPSC are accused of reducing salaries of graduate officers recruited in 2013 from Job group J to Job Group F.
The move to reduce their salaries, they said through their lawyer, Danstan Omari came in the backdrop of a prolonged row over graduate police constables who were earning a salary equivalent to the officer of the rank of an inspector.
“We were posted to the Directorate of Criminal Investigations offices in 2014, where we have been to date carrying their duties as general investigators in Job Group J,” they say in court documents.
Kariuki and Mutukho say the joined the service as graduates after successfully completing their undergraduate studies in their respective universities.
They further argued that they were enjoying a salary increment of Sh1,700 every year before their basic salary was reduced to the equivalent of officers Job Group F in March 2018.
Surprisingly, the police commission is then said to have restored their salaries that those in job group J and even paid the deficit that been accrued.
“The changes in payment are affecting all the graduates’ officers who were recruited in the year 2013 and have not been promoted to the ranks of inspector,” read a section of the petition.
It was not until November 2021 when they realized again that their salaries had been reduced with them being notified.
The officers who say the decision discriminates and even violates the constitution now wan the court to rule in their favour.
