NAIROBI, Kenya, Sept, 22 – A circular from the head of the public service Joseph Kinyua revealed five directives that have been imposed on outgoing Cabinet Secretaries that served under the fourth government administration of former president Uhuru Kenyatta.
In the circular, the CSs amid the transition process have been directed to desist from making any appointments of Members of Board Management of State Corporations or Agencies.
They have also been told to refrain from effecting any redeployment or appointment in any ranks within the ministries and state departments.
Also, they do not have the power to issue any new policy pronouncements through their ministries, departments, or state agencies unless sanctioned by the president.
Payments exceeding Sh50 million shall not be approved unless verified by the National Treasury while foreign travel by CSs and PSs has also been restricted unless sanctioned day the president.
The Cabinet Secretaries remain in office until a new team is appointed and takes their oath of office.
“We wish to underscore that ministerial actions during the transition are limited to general administration and stewardship over the ministerial portfolio,” read the circular by Head of Public Service Joseph Kinyua.
The circular dated September 19 was Davis Chirchir, who is the Chief of Staff in the Office of the President and Dr Kennedy Kihara, the Principal Administrative Secretary, n the office of the president.
